OPERATOR LICENCE COMPLIANCE AND UNDERTAKINGS AUDIT
Does your Operators Licence require a review of its systems and their implementation or are you unsure as to your compliance undertakings?
Would your systems and procedures stand up to a rigorous inspection by VOSA or at a Public Inquiry by the Traffic Commissioner?
Failure to comply with any of the aspects of the terms and undertakings of your Licence can lead to the Traffic Commissioner revoking, suspending or curtailing the Operators Licence through a Public Inquiry.
Needham Compliance Consultancy Ltd now offers a complete back office service to assist operators establish a 'proper arrangement' which can be tested, reviewed and updated.
The service is offered on different levels (details below) and will be established with the Operator once an initial visit and audit has been conducted.
First step: The Initial inspection and audit
Attend customers premises to carry out a complete audit of the current system and produce a report on the findings. This service is charged on a fixed fee, details upon application.
Service Level 1
At this level we will attend customer premises and build a complete system to include,
- Vehicle history files
- Trailer history files
- Driver history files
- Operator Licence history file
This service is charged on an hourly basis (price on application).
Once the process is completed the system will be handed over to the client to carry out any further administrative functions with a recommendation that we carry out unannounced audits throughout the year to ensure compliance levels are being maintained.
Service Level 2
In addition to Service Level 1 we will visit the operators premises every 28 days to file all documents since establishing the system.
- Documents to include:
- Maintenance (walkround and defect reports against service inspection) records
- Tachograph records and analysis results
- Digital data downloading
- Manage damage reporting and costs
Check tachograph analysis results and advise on further action to be taken. Report on any signficant differences between walkround checks and work carried out at service inspections/MOT.
This service will be provided on a fixed monthly fee agreed with the operator and is dependant on the number of vehicles to be administered.
Service Level 3
In addition to Service Level 1 and Level 2 the following checks will be carried out on behalf of the operator:
- Driver Licence
- Driver competence
- Driver Hours and Tachograph Rules testing
- Driver CPC administration
- Maintenance schedules
